Why CAEAS-ECAB was formed

On April 1, 2018, the Ontario Non-union Education Trust was formed. The Principals/Vice-Principals’ (P/VP) associations – including l’Association des directions et directions adjointes des écoles franco-ontariennes (ADFO), Catholic Principals’ Council | Ontario (CPCO) and the Ontario Principals’ Council (OPC) – developed ONE-T as a single employee life and health trust (ELHT) for their members.

A provision in this P/VP agreement allows for management and non-unionized education sector employees to participate in the new ELHT, subject to some requirements. CAEAS-ECAB was created as a non-profit organization to represent the management and non-union employees of Ontario School Boards.

ONE-T, although a single ELHT for administration and governance purposes, is comprised of two separately funded and designed benefits plans, one for CAEAS-ECAB non-union members and one for P/VP.

What we do

The CAEAS-ECAB organization plays a crucial role in giving non-unionized education sector employees a voice in the ongoing governance of ONE-T (your benefits plan). We represent over 9,000 CAEAS-ECAB members across the province.

Our responsibilities include:

  • collaborating with the P/VP associations and other stakeholders in ONE-T;
  • appointing two CAEAS-ECAB trustees to the ONE-T Board and appoint the ONE-T Chair in collaboration with the P/VP associations;
  • representing the ongoing interests of non-union ELHT members through consultations with ONE-T on plan design, third party providers, and monitoring the financial performance of the Trust; and
  • assisting members and member boards/employers.

Understanding the ONE-T employee life and health trust (ELHT)

How your ONE-T Benefits Plan is managed

Your benefits are provided through the Ontario Non-union Education Trust (ONE-T), an ELHT, rather than through your school board or partner employer.

An ELHT is essentially a large pot of money set aside for the sole purpose of providing life, health and dental benefits to designated plan members and their eligible beneficiaries. Funds contributed to an ELHT can’t be withdrawn. They can only be used to provide benefits to eligible plan members, and to pay for any reasonable management and administration expenses.

How the ELHT is funded and governed

Under the terms of the provincial agreement, the government of Ontario provides a negotiated amount of money to the individual Boards each year. The Boards, in turn, contribute the allocated money to ONE-T to fund your benefits.

ONE-T is managed by a Board of Trustees with representatives from both the government, the collective ELHT membership, and employer associations. CAEAS-ECAB appoints two of these Trustee representatives and appoints the Chair of the ONE-T Board jointly with the P/VP associations.

The ONE-T Trustees are ultimately responsible for effectively managing the Trust (or, the ELHT), including overseeing plan administration and appointing professional advisors. Regardless of any personal affiliations, the individual Trustees have a fiduciary obligation to manage ONE-T in the best interest of all plan members.
