Directors and Officers

The CAEAS-ECAB Board consists of 12 Directors.

Six Directors are appointed by their respective provincial professional associations (CODE, OASBO, L’AGÉFO, OPSOA, OCSOA, and OCSBOA). The remaining positions are designated for employees who are not members of or represented by these associations. These individuals, often referred to as Non-Associated Non-Union (NANU) employees, are elected to serve three-year terms by the employees they represent.

Voting Officers

Betty Stavropoulos

President
OCSBOA

Betty Stavropoulos is the Senior Coordinator of Benefits & Compensation for the Toronto Catholic District School Board (TCDSB) and is primarily responsible for managing the Board’s Compensation and Pay Equity obligations as well as the operations of all Benefits policies and plans. Betty has enjoyed working for the TCDSB for over 30 years in various roles, primarily in a Human Resources capacity.

Vicki Houston

CODE

Vicki Houston is the Director of Education with the Greater Essex County District School Board. She has been in this role since September 2023 after serving the GECDSB in a variety of roles for 26 years. Vicki was a secondary school teacher and a teacher consultant before becoming a vice principal and principal. Vicki became a supervisory officer and served in a variety of portfolios including Special Education, Secondary School Staffing and Human Resources.

Darren Kahler

Darren Kahler is the Superintendent of Human Resource Services with the Peterborough Victoria Northumberland and Clarington Catholic District School Board. He has held this role since August 2023. Prior to this, he was the Manager of Human Resource Services for ten years. Darren has worked in Human Resources for over twenty years with experience in benefit administration being one of his key roles.

Matthew Gerard

Matthew Gerard is currently the Associate Director, Support Services at the Hamilton-Wentworth District School Board, where he provides oversight in finance, facilities, planning, transportation, and information technology. Matthew is innovative in his approach to supporting student achievement and well-being. Focusing on the future of student learning, Matthew provides unique insight into student needs, particularly as the sector embraces changes to the delivery of curriculum. As a strong advocate for collaboration in the education sector, Matthew promotes sustainability and efficiencies by working closely with other organizations to achieve common goals. Previously, Matthew has taught accounting at both the University of Guelph and St. Clair College.


Matthew holds a Master of Business Administration from Laurentian University and a Bachelor of Commerce from the University of Windsor as well as CPA and C. Dir. designations.

Marc Cantin

AGÉFO

Marc Cantin has been Superintendent of business for Conseil scolaire catholique Franco-Nord since 2016. He started working for the board in1995 with increasing responsibilities over the last 29 years including overseeing the finance department, facilities and capital projects, transportation, health and safety, risk management, process atomization, purchasing and records management.

Karly Baker

Elected: May 31, 2024

Karly Baker has worked in Human Resources in some capacity for all of her 15 years employed with the WRDSB. She is currently the Administrative Assistant to the Associate Director of Operations and is also the Human Resources representative for the P/VPs, Manager Group, and Senior Executives. Karly is a certified member of the Joint Health & Safety Committee as a worker representative of non-union employees.

Michelle Edmond

Michelle Edmond has worked in the education system with the Superior North Catholic District School Board for approximately six years. As both an education professional and a parent of two young children in the school system, she is passionate about enhancing the well-being of those who work in education. Michelle advocates for comprehensive, accessible, and high-quality benefits that empower staff to focus on what they do best—shaping the future.

Ron Leclair

Elected: May 31, 2024

Ron Leclair has been a dedicated member of the Sudbury Catholic District School Board for the past 25 years. Currently, he serves as an Infrastructure Technician, where his key responsibilities include managing backup and disaster recovery, as well as participating in conjunction with his team's cybersecurity initiatives. Throughout his tenure, Ron has held various roles such as Field Technician and Helpdesk Technician, and has also volunteered as CAEAS-ECAB’s Non-Union Representative for several years.

Aminatou Fofana

French Public – NANS
Elected: May 31, 2024

Aminatou Fofana is the Compensation Administrator for the Conseil des écoles publiques de l'Est de l'Ontario (Council of Public Schools of Eastern Ontario). She is committed to the management and optimization of processes in order to support efficiency and equity in accordance with the common values of the CAEAS-ECAB.

Mihai Claudiu Tat

Past President – Officer

Mihai Claudiu Tat is the Senior Human Resources and Payroll Information Officer at CSC MonAvenir. He has over 19 years of experience in Human Resources Information, Benefits & Payroll and is CHRA Certified, with an MSc in Human Resources Management (Statistics) and a BBA in Finance. Mihai is the former CAEAS-ECAB President from 2020-2024 and is committed to sustainable & competitive benefits for Ontario’s non-unionized employees.

Paul Antaya

Executive Director

With over 30 years in public education, Paul last served as a Supervisory Officer of the Greater Essex County District School Board for 14 years. Paul has experience as a Secondary School Teacher, Vice Principal and Principal. As a Supervisory Officer, Paul’s portfolios included Secondary School Staffing, Student Success, Families of Schools, and Human Resources. He is currently self employed as a Human Resources Consultant.
